International Forum for the Fuel Cell Industry – September 27-28, Stuttgart Germany Haus der Wirtschaft

Fuel cell technology has come a long way in the last few years, developing hydrogen fuel for everyday use. Not only R&D labs but also a growing number of production firms and service industries have discovered the possibilities this new sector of technology has to offer. The 10th Forum for Fuel Cell Producers and Users will be held in Stuttgart, Germany at the Haus der Wirtschaft on  September 27-28 2010. The f-cell Congress is the international meeting point for more than 700 participants interested in the subject of fuel cells who come from more than 20 countries and four continents. Belgian Presidency calls for Energy Round Table Conference

The informal EU Energy Council on September 7  was devoted to the development of a modern and integrated European grid, the financing thereof and energy efficiency. Under the chairmanship of Minister Paul Magnette the EU Energy Ministers highlighted the need to carry on developing the European grid in order to meet the EU’s targets in terms of renewable energy, security of supply and energy independence. The Council emphasised the substantial needs of the European Union in terms of investments in the supply infrastructure. As projected in the IEA baseline scenario a joint worldwide investment of $ 25,6 trillion (i.e. €20.000 billion) is required for the period 2008-2030. « It is essential that we should work in close cooperation with our industry and the financial institutions in order to make the necessary investments. », Minister Magnette concluded at the end of the meeting. The Council also advocated a greater harmonisation of the permitting procedures. « If these projects became more attractive to private backers thanks to the lessening of administrative burdens and the harmonisation of planning and permitting procedures, it would be easier to attract the capital required», the Council’s Presidency added. Progress in creation $100 bln UN Green Climate Fund for technology cooperation

At an informal meeting on September 2-3 among 46 nations in Geneva, Environment ministers and senior officials examined how to raise a promised $100 billion a year for the Green Climate Fund  from 2020. Revenues from carbon markets, higher plane fares or taxes on shipping – could be managed by the Fund.  Mexico’s Foreign Minister Patricia Espinosa said a Green Fund would only be agreed as part of a broad package in Cancún, including ways to share clean-energy technologies or protect carbon-absorbing forests. She said all elements of the package had to be agreed, or none. US climate envoy Todd Stern told a news conference that the meeting had been “pretty constructive”. Mexico will host an annual UN climate meeting in Cancún from 29 November to 10 December. A Green Fund is meant to help poor nations shift from fossil fuels and cope with projected floods, droughts, mudslides and rising seas caused by climate change. It will include funds for technology cooperation between developed nations and emerging economies. The EHA has been approached by South Africa and a West Africa Hydrogen Network to look for potential hydrogen cooperation.

EP Industry Committee approves €115 mln of additional local energy and transport funds

The European Parliament Industry, Research and Energy Committee on September 2 approved plans for around  €115 million as  part of the unallocated funds of the European Energy Programme for Recovery. The European Parliament succesfully lobbied to use  unspent money from the € 3.98 billion European Energy Programme for Recovery (EEPR) launched in July 2009 for local projects . The EEPR finances  offshore wind farms and Carbon Capture and Storage projects (CCS) amongst other things. The types of projects that could be covered include in the € 115mln plan; -  Cleaner transport around towns –  Smarter and more efficient energy grids -  Street lighting that is more efficient and that is powered using solar power or that switches itself off -  Smart metering of energy use – so that you only pay for what you use. Belgina MEP Kathleen van Brempt is the rapporteur for this dossier and she will be speaking at the EHA’s infrastructure seminar on October 20 (see under EHA in Action).
