A project of Intelligent Energy Europe and powered by TUV Nord, the Portal will be a tool which will facilitate the implementation of the Directive on the promotion of clean and energy-efficient road transport vehicles (2009/33/EC).
The directive creates mandatory obligation for the public procurement of road vehicles and has to be transposed into member state legislation by December 4, 2010. It is considered 1st step in internalization of external costs. Among the criterion imposed is energy consumption and CO2 tailpipe emissions.
The Clean Vehicle Portal consists of a Web Portal in which public procurement officers or transport authorities can retrieve one-stop information on all vehicles available and relative financial and environmental details. Its objective is to inform on energy consumption, CO2 emissions and pollutant emissions on road vehicles. Lifetime costs of energy consumption and emissions of all actual vehicles on the market.
The portal covers passenger cars, light duty vehicles, heavy duty vehicles, and buses. EHA was asked to proveide furthur information on Hydrogen vehicles, and will be active in approaching stakeholders to provide required information to be input in the portal.
The portal will also publish all tendering procedures in EU, procurement rules, all projects that have to do with clean public transport. All stakeholders dealing with public procurement, road mobility, and alternative fuels may find the portal an interesting new way to facilitate market entrance.
