Introduction

The recent approval of the US Senate to increase the budget for hydrogen and fuel cells to € 190 mln for 2010, up from earlier  earlier announcements of the Obama administration that government spending on hydrogen for transport would be reduced, demonstrates the power that active and constructive lobbying can have on decision makers.  We salute our collaegues in the US with this success that should inspire us all to be more ambitious in contacting key decison makers in Brussels and at national and local level. The EHA this summer has embarked on a intensive verification effort of new EU Parliament members, presidents of crucial committees and other key members with close links to the sectors that are important for hydrogen and fuel cells development. We have prepared a database that inlcudes contact info of all key MEP’sand listed them also per country for easy reference for our industry and national associtaion members. In this way the EHA is mobilizing support that includes references to concrete examples of how the use of hydrogen and fuel cells are indispensable components of  clean energy and transport systems. The recent openings of Shell’s cluster of hydrogen refeulling stations in the New York area being one of those (see under Hydrogen Hits the Roads ).

EHA joins Taskforce for large H2 vehicle event at COP 15

From December 7 – 18 the 15th UN Climate Change Conference , COP 15,  will be held Copenhagen with the goal of reaching agreement on a successor to the “Kyoto agreement”, thus
securing the foundation for climate change actions beyond 2020.  The event offers a great opportunity for the hydrogen and fuel cell industry to highlight the industry’s capacity to satisfy future energy needs and at the same time, providing sustainable solutions to the challenges of climate change.
The EHA has therefore joined forces with other organisations in Europe and beyond  to organise various showcase events in Copenhagen before and during the COP15. The aim is to exhibit a large fleet of hydrogen-powered vehicles and other fuel cell products and solutions  and demonstrate their use in
various transport and energy applications.
One of the featured events is a hydrogen vehicle tour on November 30,  leaving from an existing hydrogen refuelling station in Malmö, (Sweden) and crossing the marvelous bridge to Copenhagen where a new hydrogen refuelling station will be opened. The idea is to gather as many vehicles as possible for this event and for VIP transportation during the COP.  The EHA is therefore inviting all its members to collect interest of national and local organisations and manufacturers to particpate with their vehicles big or small in this tour. The vehicle tour and refuelling station opening will be hosted by the Environmental Mayor of Copenhagen and will take place on 30 November 2009 between 09h00 and 12h00.  For more information please contact the EHA secretariat. EHA facilitates technical visit to EU Parliament

The EHA facilitated a tour of the premises of the EU Parliament in Brussels to identify suitable sites for hydrogen and fuel cell installations. Current back up power systems of the EU Parliament consist of large diesel generators complemeted with battery packs. Fuel cell systems connected to the natural gas grid would dramatically increase efficiency and emission reduction as is shown by the fuel cell currently being installed in the EU Parliament Luxembourg. Potential locations for small hydrogen refuelling facilities were also identified. Although the EU Parlaimetn in Brussles is only 10 years old it was clearly not build with new energy technology in mind and it currently does not feature a single use of clean energy not even solar panels. A week before the visit on the occasion of the EU Green Week the EU Parliament communicated its intention to step up its efforts to make ts own buidlings more efficient.

Czech Hydrogen and Fuel Cell Technoloy Platform new EHA national association member

At the last EHA Annual General Meeting the Czech Hydrogen and Fuel cell Platform , was welcomed as EHA 15 th natioanl association member. On July 15 the inauguration of the worlds first fuel cell triple hybrid linenbus, that will go into operation this summer, took place in Prague. The project is a cooperation between Skoda Electric, the systems integrator and electrical components, the UJV Nuclear Research Institute , R&D and project coordination and Proton Motor, which produced and delivered the fuel cell triple hybrid propulsion system.The triple hybrid system is a world first combination of a fuel cell, batteries and ultra capacitors, allowing saving and further use of useful braking energy. The system is reported as saving up to 50% of energy as compared with a conventional bus drivetrain. The chassis of the new bus is a standard 12 meter with 18 tonne combined weight. The new drivetrain allows produces up to 120 kW of power, can travel up to 65 km/hr and with a full tank can travel 250km before refuelling. The hydrogen is stored on board in 350 bar compressed cylinders and carriers 20kg of hydrogen when full.

Publication of FP7 Energy and Transport Calls to support new PPP’s

On July 30, 2009 the European Commission published  new Energy and Transport Calls as part of the Seventh Research Framework. The topics include those that support the recently established Pulic Private Partenrships  under EU Economic Recovery Package: Green Car Initiative, Energy Efficiency in Building and Factories of the Future. Even if the Calls don’t concern specifically hydrogen or fuel cells, some of the Call topics could include hydrogen and fuel cell technologies. More information is available at the Cordis website.

Key committees installed at the European Parliament

Following the first session of the newly-elected European Parliament in Strasbourg on July 14-16, the chairs of the committees and the key positions have been granted. German MEP Herbert Reul from the centre-right European Peoples Party (EPP) was elected chairman of the Industry, Research and Energy committee while the Regional Development committee belongs to its polish colleague Danuta Hübner. Former environmentalist Jo Leinen, from the Socialists and Democrats group, takes over the helm of the legislature’s environment committee, which was previously held by the EPP. The Socialists take also the Transport and Tourism committee (previously ALDE) with British MEP Bran Simpson. The new Conservative ECR group will chair the Internal Market and Consumer Protection Committee (previously Socialists) with Tory MEP Malcolm Harbour named as chairman. The EHA compiled a list  of key MEP’s per country in these relevant EP Committees that is available for EHA  members on the Intranet (see also under EHA in Action).

EU funds large Mediterraean solar initiatives

On the eve of the first anniversary of the launching of the Union for the Mediterranean (Paris, 13 July 2008), the European Commission announced an additional contribution of €72 million, for 2009-2010, to the areas identified as priorities by the Euro-Mediterranean Heads of State and Government in Paris. Work will focus on the de-pollution of the Mediterranean Sea, maritime and land highways, alternative energies, with a focus on the Mediterranean Solar Plant, higher education and research and supporting investment in businesses. Part of the funds will be dedicated to support the running of the Union for the Mediterranean Secretariat. With this contribution, the total community budget dedicated since July 2008 to the priorities identified by the Union for the Mediterranean amounts €90 million. A total of € 5 mln is earmarked for studies to establish a Mediterranean Solar Plan. According to a communication on the same day of the German Desertec Foundation, the EU will also co fund their plans of High Voltage Direct Current lines to transport electricity produced by thermal solar plants from the African deserts to Europe.

Sweden includes hydrogen in eco-efficiency roadmap for Europe

A report by the Stockholm Environment Institute, entitled ‘A European Eco-efficient Economy’, will provide a basis for discussions during an informal meeting of energy and environment ministers in Åre on 23-25 July. Thus, Sweden, which took over the EU’s rotating Presidency on July 1st, has pledged to put energy efficiency high on its agenda. One of its priorities is to lead a shift to an eco-efficient economy where economic growth and climate-friendly policies go hand-in-hand. The report argues that Europe’s leadership is “primarily evident” in its climate change commitments, but in order to continue attracting investment and businesses, greater efforts must be made to promote innovation and energy efficiency. Crucially, the report urges the EU to step up programmed interventions, alongside more generic policies, to induce development and diffusion of eco-efficient technologies such as hydrogen. Due to the lack of support system, EU has so far lagged behind main competitors such as the US and Japan. The importance of a strong domestic market to nurture the growth of new industries is well known but the potential of Europe becoming a lead market for new technologies is partly unfulfilled today. Hydrogen Hits the Roads

Hydrogen Gets More Funding from US Senate and Congress

The appropriations process in US Congress continues, with the Energy and Water Development Appropriations Bill (S. 1436), which includes DOE’s FY10 budget, passing on the floor of the Senate on July 29, by a vote of 85-9.  The hydrogen and fuel cell technologies provisions of this bill remain unchanged from the original version passed by the Senate E&W Appropriations Subcommittee on July 8th — $190 million for EERE’s Hydrogen program at DOE, as well as $10 million above the budget request for hydrogen from coal research and $4 million above the budget request for fuel cells at DOE’s Office of Fossil Energy (FE).
In addition DOE’s renaming of the Hydrogen, Fuel Cells and Infrastructure Technologies program (HFCIT) in their Budget Request was disapproved by the Senate.  DOE had concentrated the requested funding ($68 million) in a new Fuel Cell Technologies program, which the Senate zeroed.  Instead, the Senate both restores and replaces funding within the HFCIT program.  Given this rejection by the Senate, it makes it highly questionable whether DOE should proceed with any reorganizational efforts without Congressional approval. The US House of Representatives passed their E&W appropriations bill on July 17th, which contains a total of $153 million for hydrogen and fuel cell technologies for DOE’s EERE program in FY10, as well as $25.5 million above the Administration’s request “for fuels” in FE which can be used to fund hydrogen from coal research.
These two versions will now be sent to a Senate/House conference committee that will determine how to merge them into one bill.  This will likely happen shortly after Congress returns from their August recess, and the Senate conferees have already been selected.  We will continue to work with the Senate and House conferees until final passage into law.  Any news will be reported to the NHA Membership immediately, as usual.The full text of both the Senate and House bills and report language is available through this link.

Shell opens second H2 station in New York as part of cluster.

Shell today opened a second hydrogen filling station in the greater New York City area on July 13, 2009. With a third due to open in the area later this month and one already operating there for more than a year, this is Shell’s first cluster of hydrogen filling stations. The latest station, opening at JFK international airport,  is the result of a partnership between Shell, the Port Authority of New York and New Jersey, the US Department of Energy and General Motors. A third station in the Bronx, due to open late in July, has been developed with the New York City Department of Sanitation. A station has been operating in the City of White Plains, New York, since April 2008. The cluster of stations will provide New York drivers of hydrogen fuel-cell vehicles with greater flexibility and convenience. São Paolo launches four fuel cells buses in 2010.

Sao Paulo state officials have launched Latin America’s first passenger bus with an electric engine powered by hydrogen fuel cells. The bus will start test runs on the streets of South America’s biggest city in August and will be joined by three similarly powered vehicles next year, said Sao Paulo Governor, Jose Serra. The goal is to have 4 hydrogen buses running in São Paulo by June 2010 and, in order to fuel these buses, a factory which produces hydrogen from water electrolysis will begin to be constructed this month. “Brazil is one of five countries in the world that have mastered this technology and that has developed a hydrogen-powered bus,” Serra said at Wednesday’s launching ceremony. China and Brazil are the only two emerging countries that have been able to take the first step towards transforming into reality the dream of a pollution-free public transport, by putting hydrogen powered buses on the streets. The project has been under development since 2004 and is the result of different partnerships, including with the Global Environment Facility (GEF) and UNDP Brazil. Baden Wuerttemberg jumpstarts electric transportation.

The Stuttgart Regional Economic Development Corporation (Stuttgart Region EDC) has been awarded 115-million euros by Germany’s Ministry of Transport, Building and Urban Affairs in a competition to help jumpstart the development of sustainable transportation systems in urban areas. Supported by the Baden-Wuerttemberg Ministry for Environment, the Stuttgart Region’s entry was selected over 129 competing proposals for the region’s innovative plan to connect private and commercial users of electric-based transportation systems, including trains, buses, electric and hybrid-electric cars, bicycles and even scooters.”As the birthplace of the automobile we want to continue to lead in writing the history of the automobile,” said Dr. Walter Rogg, managing director of the Stuttgart Region EDC. “Through a consortium of companies, public transportation entities, academic institutions and local communities, we are demonstrating our ability to design and implement projects that will shape the future of mobility.”Several pilot and demonstration projects proposed for the Stuttgart Region provide communities and counties with a roadmap for electric mobility, including long-term tests of hybrid buses on regular public-bus routes; bus stops equipped with electric bikes; extension of bus routes powered by overhead electricity lines; new business models to enhance market acceptance of electric vehicles, and many more.A unique mixture of major companies such as Daimler, Bosch and EnBW, as well as a broad range of innovative, mid-sized businesses, make the Stuttgart Region (population 2.7 million) one of Europe’s most important and successful economic centers.The region’s primary export-oriented companies produce a gross domestic product of 93-billion euros. H2IT in collaboration with the local chapter of the EU Enterprise Europe Network and the Italian Federation of Scientific and TechnicalAssociations FAST is organised a seminar to present the topics of the JTI Second Call for proposals. A Representative of the JTI Programme office  and Italian members of the JTI Scientific Committee and Industry and Research Grouping presented different aspects in relation to the Call’s work Programme.
