In view of the recently announced financing programmes of the European Energy Programme for Recovery (see under EU Policy), that covers support for new Interconnections, Wind ans CCS, the EU Green Car Initiative, Clean Bus Financing Facility and Renewable Energy Financing Facility, all including billions of Euros of cofinancing or facilitated loans, the EHA at its Annual General Meeting on June 17, 2009 in Brussels will be focussing on potential links of these porgrammes with hydrogen developments in the presence of the representatives of the European Investment Bank and the JTI Governing Board . In order to continue sustainable progress in the commercialisation of market ready hydrogen and fuel cell products, leveraging of EU, national and local support will be crucial. Recent support for electric vehicles and battery development will only accelerate this process, but only if long term finacial support for hydrogen and fuel cells is guaranteed. The EHA’s Annual General Assembly and EHA’s National Association Meeting on June 17 will also discuss the role of the EHA and national associations to coordinate structured developments and to ensure complementary funding at national and local level. The EU Joint Undertaking for Fuel Cells and Hydrogen (JU FCH) has put its new website online with information on calls, projects and events. Also links to the EHA and HyER (formerly HyRaMP) websites are included. Under Events the next JU FCH Stakeholders General Meeting is announced: October 26-27, 2009 in Brussels.
The European Energy Programme for Recovery, EEPR, regulation establishes a financing instrument for the development of projects in the field of energy in the EU. By providing a financial impulse it will contribute to economic recovery, the security of energy supply and the reduction of greenhouse gas emissions. It establishes sub-programmes to advance these objectives in the fields of: (a) gas and electricity infrastructures; (“Interconnections”) (b) offshore wind energy; ( “OWE”)and (c) carbon capture and storage ( “CCS”). In addition, it identifies projects to be financed under each sub-programme and lays down criteria for identifying and implementing actions to realise them. The specific projects to be financed are detailed in the Annex of the EEPR Regulation. Regulation (EC) of the European Parliament and of the Council establishing a programme to aid economic recovery by granting Community financial assistance to projects in the field of energy (hereinafter “EEPR” regulation) was recently agreed between the Commission, the Parliament and the Council. The official text will only be available in July 2009 following linguistic revision, translation into all Community languages, formal adoption by the Council and publication in the Official Journal of the European Community. On May 26-28, 2009 the European Commission organised a tree day conference on “Sustainable Development, a challenge for European Research”. In his opening speach, EU Research Commissioner Janez Potočnik indicated that in the first two years of the EU’s Seventh Framework Programme (FP7), 44% of the budget for collaborative research has been allocated to research supporting the EU’s renewed sustainable development strategy. For instance, as part of the EU economic recovery plan, FP7 will support the “greening” of the EU automotive, manufacturing and construction sectors through three public-private R&D partnerships. He also mentioned specifically two Joint Technology Initiatives (JTIs), “Clean Sky” and the “Hydrogen and Fuel Cells” JTI that he presented as clearly linked to the key challenges of the renewed sustainable strategy. Eco-Industries turnover in the EU is estimated to be €227 billion per year or around 2.2% of GDP and the turnover of EU eco-industries grew by around 7% between 1999 and 2004. The third meeting Marie Curie Research Training Network “Hydrogen” will take place from October 21-25, 2009 in Warsaw. Hosted by the University of Warsaw . The Hydrogen network brings together leading researchers from different disciplines and sectors with a combined expertise that maximises the chance of achieving scientific breakthroughs in production and storage of hydrogen, while guaranteeing the successful training of a new generation of scientists for tackling scientific problems standing in the way of the hydrogen economy. Training in research on production and storage of hydrogen is important because the realisation of the hydrogen economy will lead to reduction in greenhouse gas emissions, enhanced energy security, increased competitiveness of and increased economic growth in Europe.
